Skill Speed changes how quickly skills are used. Generic increases and reductions to Skill Speed add together with matching specific speed stats such as Attack Speed, Cast Speed, Warcry Speed, reload speed, or totem placement speed.Catalog version 0.5.4d

What Skill Speed does
Current rulesFor a skill with no fixed use time penalty, final use time equals base use time divided by 1 plus the total applicable increased and reduced speed. A base 0.8 second use with 40% increased applicable speed takes about 0.571 seconds, or 1.75 uses per second.
- Generic and specific speed
- Generic Skill Speed and the matching specific speed stat add together. An Attack uses Skill Speed plus applicable Attack Speed, while a Spell uses Skill Speed plus applicable Cast Speed.
- Use time formula
- Final use time is base use time divided by 1 plus net applicable Skill Speed, then any fixed total use time penalty is added after that division.
- Worked example
- A 0.8 second base use equals 1.25 uses per second. With 40% increased applicable speed, it becomes 1.75 uses per second and takes about 0.571 seconds.
- Fixed time penalties
- A modifier such as +1 second to Total Attack Time is added after speed is calculated. Skill Speed cannot shorten that fixed added portion.
- Separate from Action Speed
- Skill Speed and Action Speed are separate multipliers. A Slow that changes Action Speed is not added to increased or reduced Skill Speed.
- Not Movement Speed
- Skill Speed does not make the character run faster. Movement Speed is a separate stat even when both modifiers appear on the same item.
- No cooldown change
- Skill Speed shortens the use animation or delay. It does not make a cooldown recover faster and does not add cooldown uses.
- Server frame limit
- A non-channelling action can occur at most once per 33 millisecond server frame, about 30.3 actions per second. Tooltip values can overstate practical output below that use time.

6 rules- Skill Speed does not change Movement Speed, Projectile Speed, cooldown recovery, or Skill Effect Duration.
- Only specific speed modifiers whose conditions match the skill are added to generic Skill Speed.
- A fixed total use time penalty is added after speed scaling and cannot be shortened by Skill Speed.
- Action Speed is a separate multiplier and should not be combined into the increased and reduced Skill Speed total.
- A tooltip can calculate more than 30.3 non-channelling actions per second even though the server frame limit prevents that rate in practice.
- Changing how fast a skill is used does not automatically change how long its created effects remain.
